Raoult's law applies to ideal solutions in which the solute is non-volatile. In such ideal solution the vapour pressure of the volatile solvent is equal to the product of the vapour pressure of the pure solvent (at the same temperature) and the mole fraction of the solvent. In simple words the non-volatile solute does not form a vapour and thus the decrease in vapour pressure depends the amount of solvent replaced by the solute (non-volatile).
